This 'hiding" of the deficit rather than either cut state expenses or raise taxes was a way around taking responsible action. That's why today Governor Beshear has inherited a Kentucky budget in need of fixing; i.e., and

it will take more than gambling to fix this financial mess of 25 years in the making!




Lawmakers raiding Road Fund to cover deficits



AVERAGE KENTUCKIAN DOES NOT KNOW PAST BUDGET APPROPRIATIONS FOR PAST MULTI NUMBER OF YEARS EXCEEDED TAX RESOURCES BY .7% ANNUALLY. IN 1994 LONG TERM POLICY STUDY REVEALED APPROPRIATIONS WERE EXCEEDING TAX RESOURCES BY .7% ANNUALLY. IF NOTHING DONE---AND THERE WAS NOTHING DONE---THE 2004 TAX RESOURCES WOULD BE 12% OR MORE LESS THAN 2004 APPROPROATIONS!

2008 APPROPRIATIONS ARE SIGNIFICANTLY GREATER THAN 2008 TAX RESOURCES APPROPRIATIONS MUST BE SIGNIFICANTLY REDUCED TO ALLOW TAX RESOURCES TO CATCH UP!

REMEDY: PEOPLE GET BEHIND BESHEAR'S EFFORTS TO SIGNIFICANTLY REDUCE APPROPRIATIONS BY SIGNIFICANTLY CUTTING STATE EXPENSES WHILE SIMULTANEOULSY MODERNIZING KY TAX BASE TO ENHANCE TAX RESOURCES SO CURRENT AND FUTURE STATE BENEFITS AND SERVICE OBLIGATIONS CAN BE MET!

ALMOST $400 MILLION OF ROAD FUND DOLLARS COVERED GENERAL FUND DEFICITS IN 1980'S AND 1990'S!
